The Oregon First Responder Therapy Network is a coordinated group of independent, Oregon-licensed clinicians providing confidential care to law enforcement, fire, EMS, dispatch, and corrections personnel. Holding the Line built the network and runs the coordination, and every clinician in it is held to the same standard: demonstrated clinical skill, first responder cultural competence, and confidentiality without exception.
Independent practice.
Coordinated access.
Network therapists remain exactly what they are: independent private practice clinicians. There is no exclusivity and no lock-in. What changes is who reaches you and how fast.
- Provide confidential, year-round therapy to public safety personnel through your own practice, in person or by telehealth.
- Deliver rapid-access individual sessions after critical incidents, with availability confirmed within one business day and appointments offered within one week of referral.
- Maintain your own clinical records. No clinical information is shared with HTL administration or the agency.
- Commit to prioritizing HTL referrals and responding within defined timelines.
What HTL handles.
- Agency contracts, coordination, and referral routing. You practice; we run the system.
- Direct-to-personnel access through each agency's secure HTL app, where personnel review your bio and request an appointment with you in one click.
- Structured onboarding with first responder-specific training, under the governance of our Clinical Director.
- De-identified billing to agencies. Clinical content stays in your records, period.
Who we look for
Independently licensed Oregon clinicians (LPC, LCSW, LMFT, PsyD, or PhD) with active, unrestricted licenses. Strong trauma and crisis skills, with experience serving first responders or the commitment to complete HTL's first responder-specific training and experiential onboarding. And comfort with the standards this work demands: confidentiality without exception, defined response timelines, and clear role boundaries.
